Explanation of the Ubuntu delta and why it can be dropped:
Debian has fixed transition to vala 0.10 in more appropriate way. Also, B-D and autoreconf is not needed for Makefile (for configure.ac it is).

gedit-valencia-plugin (0.3.0-2) unstable; urgency=low

  * Package moved to section devel
  * Port to vala-0.10 (01-fix_vala_dependencies.patch)
  * Bump dependencies to use vala-0.10
