Please sync dpkg-repack 1.35 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:

Our remaining delta was:
- - do not depend on dpkg-dev
- - fix dpkg-query with alernative --rootdir

Both is taken by upstream now.
