Please sync folks 0.4.2-2 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
The delta was merely updating to new releases of folks.  Now Debian has caught up.  The only other Ubuntu change was using dh-autoreconf, but since we have no other changes, it's not needed anymore.
