Explanation of the Ubuntu delta and why it can be dropped:
The FTBFS is fixed in Debian. Sync again :)

    - Bump Standards version. No changes required.
    - Build depend on dpkg-dev (>= 1.15.7~) because of dpkg-buildflags.
  * Make package dpkg 3.0 (quilt).
