Please sync llvm-2.8 2.8-7 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
This doesn’t drop the Ubuntu delta, in fact.  The new Debian package
was developed starting with 2.8-0ubuntu1 (and 2.8-0ubuntu2 was a
no-change rebuild).
