Explanation of the Ubuntu delta and why it can be dropped:

Ubuntu change disables sphinx documentation build, to fix bug #685180,
new Debian package builds well with docuementation in natty pbuilder
chroot.

This sync closes bug #689810

  * Added *-dsc-patch-nodbg backport-dsc patches to avoid building of -dbg
    package since python-scipy-dbg is missing on lenny or ubuntu releases
    prior maverick (not sufficient anyways due to other missing versioned
    build-dependencies atm -- matplotlib, sympy)
  * Versioned Build-Dependency sympy >= 0.6.6
