Please sync ksplice 0.9.9-4 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:

The ubuntu delta is for fix ftbfs, new debian package fix it including
LIBS, and the package builds well in pbuilder natty chroot.
