Please sync smokekde 4:4.7.0-1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
The Ubuntu package was based on unreleased Debian packaging, so the diff is
small.  This does drop the libsmokekate3 package which Debian declined to
package due to unstable ABI.  This is a good decision which we should follow.
