Explanation of the Ubuntu delta and why it can be dropped:

Delta was because binutils-source (2.20.1) was dropped from Ubuntu and was
still in Debian. It has since been dropped from Debian, and debian now
includes the source the same as the Ubuntu delta did.

This sync is needed because of the accidental archive sync this week. The 
avr crosstoolchain is now dep-waiting this sync.
