Explanation of FeatureFreeze exception:

'trustedqsl' is a ham radio contact authentication GUI application package.
'tqsllib' is its underlying certification/crypto library (trustedqsl is the
only package which depends on it).

This update to 'trustedqsl' and 'tqsllib' supplies several minor usability
bug fixes, new man pages, and a small but important protocol enhancement
which enables the certification of contacts with some additional countries
and regions that previously could not be properly specified.

I am the Debian uploader for the packages, and have tested them on Ubuntu
as well.
