Explanation of the Ubuntu change and why it can be dropped:

the version "0.6.3ubuntu1" has been merged from the bzr trunk and the
version available in debian unstable covers all the changes mentioned in
the changelog of the version "0.6.3ubuntu1" of the package.

Changelog of the version 0.6.3ubuntu1:

gdebi (0.6.3ubuntu1) maverick; urgency=low

  * merged from bzr trunk, this can be later synced with debian
    once debian has a newer version, nothing ubuntu specific
    in this anymore
