Explanation of the Ubuntu change and why it can be dropped:

the only change in the Ubuntu package, "add -D__STDC_CONSTANT_MACROS to
CFLAGS to unbreak build with FFmpeg 0.6" can be dropped because it has
been applied in the latest Debian package.
