[Bug 661669] [NEW] Sync ipheth 1.0-3 (universe) from Debian unstable (main)

Please sync ipheth 1.0-3 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
Debian has removed the dkms module, which removes the need (and target) for our
patches.

This will fix LP: #645680 for natty.
