Explanation of the Ubuntu delta and why it can be dropped:
The Ubuntu delta essentially consists of switching to dh_installudev in order to put the udev file in the correct location and handle migration.  Technically all that the Debian package does here is to move to the current location of /lib/udev/rules.d.  However, the Ubuntu usbmount package has installed its udev rules to /lib/udev/rules.d since jaunty, so it's no longer important to carry the rest of this change, and we might as well just sync it from unstable.
