Rejecting d-conf binaries

Hello Robert,

I reject the d-conf binaries. libdconf0 ships a lot of files which
aren't SONAME specific, such as /usr/bin/dconf or
./usr/lib/d-conf/dconf-service. Please move them into a new package
libdconf-bin or simply d-conf. Otherwise we'll run into package
conflicts on the next SONAME bump.
