Requesting removal as per Cesare Tirabassi comments. It was bad a year
and a half ago, and it's still bad today.

- The saods9 package, which provides ds9 and the xpa programs, is way out
- of date and has not changed in some time. The current release is 4.13.
- 4.0b7 crashes when the most basic xpa operations are executed in, e.g.,
- the numpy astronomy tutorial (example in section 1.1 of tutorial makes
- it die). Please update to 4.13, which works fine with the tutorial.
