Binary package hint: ltp

The version of LTP in lucid is many months behind.  Since lucid will be
an LTS, we should have as recent a version of LTP as possible.  Since it
is a stand-alone set of binaries, regression chance is low.  The Ubuntu
changes are no longer relevant to upstream, so this is a request to sync
with Debian testing, version 20091231+dfsg-1.
