Rejecting trace-cmd

Hello Chase,

I had a look at trace-cmd, and there are some details which need to be
fixed.

debian/copyright needs to point out which files are distributed under
which license. It also does not match the specified machine parseable
format, since that requires a "Files:" field. So please use two
records, one for each license.

Also, please use a -0ubuntu1 version. We might upload this package to
Debian (you mentioned that yourself), and should not tramp on their
namespace.

Some minor points which should be addressed, but aren't blocking NEW:

 * The lintian overrides are by and large bugs in our Ubuntu's lintian
   and thus should not really be overridden by the package.

 * The entire source, and thus the two binary packages are rather
   small. Why was the split done? Just to allow installing trace-cmd
   on servers without needing the GTK dependency? If so, that's fine.
