Explanation of the Ubuntu delta and why it can be dropped:

The delta was due to the availability of MySQL 5.0 in the archive (which
is no longer the case since lucid).

libdbd-mysql-perl (4.014-1) unstable; urgency=low

  * New upstream release.
  * Add dependency on perl-dbdapi-* (see #577209).
    + Needs build-dep on libdbi-perl (>= 1.610.90+is+1.609-1~).
  * Add myself to Uploaders.
