[Bug 603480] [NEW] Please backport pkgbinarymangler 70 to lucid

I just uploaded pkgbinarymangler 70 to maverick. This has a few bug
fixes, but the main change is supporting pkgstriptranslations for OEM
project PPAs. We need those in the lucid chroots, and for that the new
version should be in the official repository.

I wrote a pretty comprehensive test suite now, which also runs during package build and fails the build if any test fails, so
I'm a lot more confident in pkgbinarymangler uploads now. I also tested it on my local system with various /CurrentlyBuilding scenarios without any problem.

The package was developed on lucid and builds/works perfectly on lucid.
