Please sync gracie 0.2.10-3 (universe) from Debian testing (main)

Explanation of the Ubuntu delta and why it can be dropped:
The package doesn't FTBFS with Python 2.6 anymore, so our patch (adding --install-layout=deb to setup.py install) is no longer needed.
Please re-sync this with debian testing.
