rejecting xchat-indicator

I'm rejecting xchat-indicator, the debian/copyright file says GPL 2
but the licence is GPL 2 or later.  It's also preferable to include
the licence text as found in file headers rather than just an
ambiguous acronym.  The source headers say copyright Ken and Scott but
debian/copyright says Canonical, these should match.  There's also no
licence specified for the packaging and I suspect the copyright holder
should be Canonical not yourself.
