Please sync nevow 0.10.0-1 (main) from Debian testing (main)

Explanation of the Ubuntu delta and why it can be dropped:
Equivalent changes have been made in Debian.

The current Ubuntu nevow package is unbuildable (failed in Lucas' rebuild
test).  While the immediate issue is a relatively tractable packaging issue,
It appears from the subsequent changes in Debian, fixing that would just
peel the onion to reveal unittest failures.

Since this package does not seem to have an active maintainer in Ubuntu, I
think it is better to sync from Debian and have Lucid/Squeeze in alignment.

The new package does build.  nevow is in Main as part of the development seed,
so I do not expect any unfortunate interactions with other Main packages.

Updating nevow would fix Bugs 361865, 369731, and I think 410098.

There are three reverse-build-depends in Universe (and none in Main).  None
of these needed updates for nevow in Debian, so the risk for them is very low.

Changelog entries since current lucid version 0.9.31-4ubuntu2:

  * New upstream release.
  * Bump Standards-Version to 3.8.4.
  * Switch to 3.0 (quilt) format.
  * Remove dependency on python-all-dev and depends on python instead.
  * Add a gigantic patch to add missing doc (svn-buildpackage does not
    support multiple orig tarballs yet). Missing doc is grabbed from SVN
    (everything matching **/*.{tpl,xhtml}).
  * In the above patch, alter glossary.xhtml to use H2 tag instead of
    H3. This closes: #564375.
  * Fix an FTBFS with Python 2.6 because of the way unittests are
    run. Also fix a bad interaction between CDBS, setuptools and Python
    2.6 in debian/rules.
  * Remove lintian overrides: not needed anymore.
