Explanation of the Ubuntu delta and why it can be dropped:
The Ubuntu changes simply applied two patches to enable gramps
to work properly in gtk >2.19. These changes are included in
upstream's 3.2 release.

Feature freeze exception justification:
By syncing with Debian, we gain the assistance of Debian developers for security and other bug fixes. I believe Debian will ship this version as part of Squeeze and it is good to have the same version since Squeeze & Lucid are "LTS" releases.
