Please sync xbanner 1.31-25.4 (universe) from Debian unstable (main).

There's no new feature, no FFE needed.

Changelog since current karmic version 1.31-25.3:

xbanner (1.31-25.4) unstable; urgency=medium

  * Non-maintainer upload.
  * Fix FTBFS by replacing obsolete xutils with xutils-dev in
    Build-Depends (Closes: #485533).
  * Set urgency to “medium” as the bug affects testing too.
  * Also remove obsolete x-dev from there (Closes: #515412).
  * Fix two typos in README.Debian, thanks to lintian.
