I uploaded it long before feature freeze, there was a slight problem
with the copyright file and the initial upload was rejected.  I was told
it would be ok to just upload it without an exception request.

Anyway it does contain a copy of libtorrent-rasterbar but doesn't
install it on Ubuntu (the source code tarball is the same for linux and
windows).

The new version removed the src/boost folder and replaced it with
something more free (an md5 implementation that doesn't require citing
RSA), so that little bit can be removed from the copyright file.
