Explanation of the Ubuntu delta and why it can be dropped:
Ubuntu changes (--install-layout=deb) was merged in Debian

Changelog entries since current lucid version 1.1-6ubuntu1:

tepache (1.1-7) unstable; urgency=low

  * debian/control:
    + Updated Standards-Version to 3.8.3
    + Bumped debhelper dependency to >= 7
    + Wrapped up Build-Depends-Indep and Recommends
    + Updated dependency of python-all-dev to >= 2.5.4-2
  * debian/copyright:
    + Don't point to versionless symlink of license text
  * debian/rules:
    + Used dh_prep instead of dh_clean -k
    + Pass --install-layout=deb to setup.py install, Thanks to Ubuntu patch
  * debian/tepache.1:
    + Wrapped manpage to 80 chars for readibility
    + Removed useless blank lines between sections
