Explanation of the Ubuntu delta and why it can be dropped:
Ubuntu changes (build-depends on xutils-dev) was merged on Debian

Changelog entries since current lucid version 1.8.7-1ubuntu1:

tkgate (1.8.7-2) unstable; urgency=low

  * QA upload.
  * Add missing Build-Depends on xutils-dev for /usr/bin/xmkmf (Closes: #536919)
  * Drop obsolete and (possibly accidental) Build-Depends on xutils.
  * Don't run deprecated dh_desktop.
  * Use Science/Electronics doc-base section instead of "electronics".
  * Bump Standards-Version to 3.8.2.
