please sync nagios3 3.0.6-4 (main) from debian unstable (main).

The previous delta was in debian/nagios3-common.prerm and was about
purges to failing if /etc/nagios3/apache2.conf were missing. This change
was merged into nagios3 3.0.6-3.

  * Don't ship obsolete extcommands_nagios3.cfg
