Explanation of the Ubuntu delta and why it can be dropped:
- added --with-rfc2640 to configure options: merged in Debian
- adding filesystemencoding and clientencoding options in debian/pure-ftpd.wrapper: merged in Debian
- added suggests: netkit-inetd | openbsd-inetd | xinetd to pure-ftpd: new Debian version now depends on an inetd, so the suggests is no longer needed
- changed default answer for debconf question to standalone, not inetd: merged in Debian
- create /var/run/ directory if necessary in pure-ftpd.init.d: merged in Debian
- pure-ftpd.init.d, rules: implement TearDown spec: merged in Debian
- pure-ftpd.init.d: add status action (LP: #298965): merged in Debian
- control: add lsb-base dependency to have status_of_proc available: merged in Debian
