Please sync gawk 1:3.1.6.dfsg-3 (main) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:

We moved to a new upstream version before debian and dropped
20_eval.c-utf-8-strcat.dpatch (debian did not). The patch is
redudant and I filed a debian bugreport about it, but it does
no harm and should us not keep from being in sync with debian.
