Explanation of the Ubuntu delta and why it can be dropped:
The only delta was a check.d/nomountpoint_ext2r0 to correct a check to look for a boolean value, not a string.  That's been added to the debian packaging too, as the changelog below shows.

partman-ext2r0 (1.19) unstable; urgency=low

  * check.d/nomountpoint_ext2r0:
    - partman-ext2r0/no_mount_point is a boolean, not a select (thanks,
      Nicolas Valcárcel; LP: #256459).
