Please sync python-scipy 0.7.0-1 (universe) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:
The delta was 3 things: a new release, some changes backported from Debian's unreleased packaging, and python2.6 changes
Debian now has the new release along with their packaging changes.  The python2.6 stuff is handled automatically by the build tools these days and is no longer needed
