Explanation of the Ubuntu delta and why it can be dropped:

Debian has included the transition from libconfig6-dev to libconfig8-dev thereby incorporating only ubuntu change to counter ftbfs due to old build 
depends. So package can be synced.

Changelog since current karmic version 0.5-1ubuntu1:

qwo (0.5-2) unstable; urgency=low

  * Adjusting Build-Depends to use recent libconfig8-dev (closes:
#536674).
