REJECTED: h264enc

Hi,

Rejecting h264enc due to the following linian errors:
$ lintian ./h264enc*dsc
E: h264enc source: debian-rules-missing-required-target binary
E: h264enc source: debian-rules-missing-required-target binary-arch
E: h264enc source: debian-rules-missing-required-target binary-indep
E: h264enc source: debian-rules-missing-required-target build
E: h264enc source: debian-rules-missing-required-target clean

You should at least use a .PHONY line.

I think I reviewed this last time and am sorry I didn't mention this
before. The package looks otherwise ok. Once this is fixed, please feel
free to upload and mark the LP bug[1] back to Fix Committed.
