How to add a new package request?

Hello,
I tried to add a bug report about packaging scilab-5.0.x for the
Ubuntu jaunty release.

The scilab developer Sylvestre Ledru has already set up a repository
for debian and ubuntu packages [1].

Unfortunately, there is a bug about packaging which makes the
documentation of scilab unable to build in a clean environment like
a personal package archive. You can get closer details in the
appropriate bug report [2].

I know there is already a bug report about that in launchpad [3]
which affects Ubuntu but as I see the Ubuntu Package Archive
Administrators seem to be the ones who take the decision which
packages will be ported to Ubuntu repositories from external
repositories.
