[Bug 334065] [NEW] Please sync libgems-ruby 1.3.1-1 from debian experimental

Many ruby applications that have yet to be packaged now require gems
1.3.1. This should definitely make it in to Jaunty.

I've been running the debian package in testing and production for a
couple of months now without any problems. I see no [unreverted] ubuntu
changes in the Ubuntu changelog from 1.3.0~RC1really1.2.0-2ubuntu3, nor
from a diff of the two debian directories.

An FFe has been arranged in LP:302990.
