The latest Ubuntu change was only a rebuild and Maintainer field, it's
ok to sync. It builds fine in jaunty pbuilder.

perlsgml (1:19970918-13) unstable; urgency=low

  * QA upload.
    + Set maintainer to Debian QA Group <packages at qa.debian.org>.
  * lib/SGML/DTD.pm - Support split ATTLIST. (Closes: #376476).
    + Thanks to Loïc Minier for the patch.
  * Remove build-depend on deprecated dhelp.
    + Remove dhelp maintainer scripts.
  * Make clean not ignore errors.
  * Minor syntax fixes in debian/copyright.
  * Remove full stop from package short description.
  * Fix doc-base section.
  * Move debhelper to build-depends to satisfy clean.
  * Bump debhelper build-dep to 5.
    + Move DH_COMPAT to debian/compat and set to 5.
  * Bump Standards Version to 3.8.0.
