Explanation of the Ubuntu delta and why it can be dropped:
Debian has dropped build depend on apache-dev in sync with ubuntu. So
the package can be synced.
Changelog since current jaunty version 2005072700-2.2ubuntu1:

* QA upload.
+ Set maintainer to Debian QA Group <packages at qa.debian.org>.
* Acknowledge NMUs.
* Drop apache1 binary. (Closes: #429137).
