New archive admins

Hello all,

I am glad to introduce four new people wearing the "I can break the
archive" badge:	

  Scott Kitterman
  Jamie Strandboge
  Dustin Kirkland
  James Westby

They have been added to lp:~ubuntu-archive recently, and Jamie,
Dustin, and James got cocoplum accounts.

All are currently in the process of being mentored:

  Jamie, Scott -> Martin
  Dustin -> Jonathan
  James -> Sebastien

Let's give them a big hug for stepping up to the challenge, and
already starting to hammering the queue. Scott already got a bunch of
syncs and backports in, and Jamie and Dustin are attacking the NEW
queue mercilessly already.
