Documented SRU procedure and tools

Hello archive admins,

I just documented the existing tools and procedure for SRU reviews, since the
existence of "queuediff" was still not widely known apparently. Also,
the same tools work for release management if the release is frozen.

Since it occasionally happens: If you are an archive administrator,
please feel free to accept SRUs which have been previously approved by
any SRU team member (in particular the ones who aren't archive
admins), but please run sru-accept.py on them properly. Please do not
accept unapproved SRU uploads.
