rejecting libhaapi

I am rejecting libhaapi from New queue.  It does not contain the full
licence text in the upstream tar.  Nor in the debian/copyright file.
Nor on the webpage linked to in the headers.  Infact according to
https://fedoraproject.org/wiki/Licensing/SNIA_Public_License there is
no such thing as SNIA Public License 1.0.  Please have upstream
include the full licence text of a licence which exists.
