New tool "queuediff" for generating UNAPPROVED debdiffs

Hello,

Reviewing unapproved packages is a nuisance even with datacenter
login, and serios work if you can just use the Web UI. Thus I finally
wrote "queuediff", a long-standing item on my TODO list. This
generates debdiffs for unapproved packages:

  https://wiki.ubuntu.com/ArchiveAdministration#Diffs%20for%20unapproved%20uploads

For diff.gz-only changes and even small native packages this is much
faster than manually doing the stuff on cocoplum, and it will make it
much easier to review uploads for motu-{sru,release}.
