Hence why I placed the upstream changelog in my last comment.

At least the way I understood it: since you are a MOTU and this is a
bugfix upstream release, you can upload after filing a bug with upstream
changelog. IMHO I believe it's still consider a "freeze exception" even
though it requires few steps. Let me know if I am mistaken.
