The latest Debian version has Ubuntu patch to fix Build-Depends. It's ok
to sync it again.

libgemplugin-ruby (0.2.3-2) unstable; urgency=medium

  * Changed dependency from libgems-ruby1.8 to rubygems1.8 that was
    removed from archive. This problem made this package uninstalable.
