Explanation of the Ubuntu delta and why it can be dropped:
python-egenix-mxdatetime has been added as a dependency upstream in Debian. We can drop the other Ubuntu change, modify the Maintainer field.

python-kinterbasdb (3.2-3) unstable; urgency=low

  * debian/control
    - updated my email address
    - added depends on python-egenix-mxdatetime (from Ubuntu)
  * debian/rules
    - remove stuff not needed in the -dbg pkg (to avoid conflicts with
      normal pkg); thanks to Lucas Nussbaum for the report; Closes: #502747
