Explanation of the Ubuntu delta and why it can be dropped:

Current Debian version already build-depends on libfftw3-dev.

Changelog since current intrepid version 7.12.5-2ubuntu2:

  * Change dependency on fftw3-dev to fftw3-dev | libfftw3-dev to save
    Ubuntu people from having to continually patch vips
