Please sync tagtool 0.12.3-5  (universe) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:
The two Ubuntu changes (dh_icons call and --datadir flag) are now in Debian

tagtool (0.12.3-4) unstable; urgency=low

    + Added dh_icons to update icon cache, Thanks to Onkar Shinde
      <onkarshinde at gmail.com> and pointing it out
    + Added --datadir flag in ./configure to let other language available,

    + Updated to debhelper 5 compatibility
