Explanation of the Ubuntu delta and why it can be dropped:

There's no gain using either xfce.mk nor debhelper 5 for this package.
And moving the deps to recommends is ok, since the scripts still run without 
them.

Changelog since current hardy version 4.4.0.1-4ubuntu1:

xfce4-dev-tools (4.4.0.1-5) unstable; urgency=low

  * debian/control: add Recommends on autoconf, automake, intltool, libtool.
    Those tools are useful with xdt-autogen.                    closes: #466554
  * debian/copyright: use © sign and update url.
