Explanation of the Ubuntu delta and why it can be dropped:

Ubuntu delta was inclusion of libxext-dev in Build-Deps and the Ubuntu
specific maintainer field. libxext-dev is included by in Build-Deps by
Debian now, so the delta can be dropped.

sapphire (0.15.8-8.1) unstable; urgency=low

  * Non-maintainer upload.
  * Add missing buid-deps on x11proto-xext-dev and libxext-dev, fixes
